These can be confusing to read, but the key part to focus on is the first word in the string that records the votes: DON = Donald Trump, JOS = Joseph Biden

The Practical Upshot
Assume this is the ONLY example of this in WARE county. Ware county has a population of under 40,000 people:
If ONLY 150 votes were flipped in every county (assume there’s 159 counties)

That would be 23,850 votes.

Georgia was “determined” by 11 779 votes

And that’s a bare-minimum number.
150 votes is about 0.4% of the total populace of Ware County (fulgham says .5% of the vote, but I’ll go with the smaller number).
0.4% of the population of all of Georgia in 2020:
